Nationally Determined Contributions - NDC Navigator 3.0
Challenge
Nationally Determined Contributions (NDCs) are central to the 2015 Paris Agreement on climate change. The Agreement requires that all Parties prepare individual NDCs setting out their commitments towards the goal of limiting temperature increase to 1.5C above pre-industrial.
NDCs must be resubmitted every five years, with each submission showing a progression in ambition. The third edition, known as NDCs 3.0, are due in early 2025.
The site is owned and hosted by the United Nations Framework Convention on Climate Change (UNFCCC) and the NDC Partnership, an international support network of more than 180 members, including developed and developing countries.
Approach
The NDC 3.0 Navigator is an interactive online resource designed and produced by Ricardo that provides climate policy teams with up-to-date technical information and resources for preparing their NDCs.
The tool offers a mix of summary details, illustrative case studies and in-depth guidance across both the technical (e.g. target setting) and process elements of NDCs (e.g. unlocking finance, engaging stakeholders). The tool will be regularly updated to ensure it signposts the most accurate and relevant information available.
Results
The aim of the NDC 3.0 Navigator is to provide support to countries who may lack the resources to research and produce NDCs in sufficient time to meet the deadline of February 2025. By highlighting relevant data sources and proven methodologies, the tool has also been developed to encourage the next round of submissions to be the most ambitious yet in terms of reducing emissions.
The Navigator is also a useful resource for anyone interested in understanding the wider context around NDCs and their role in underpinning the world’s progress towards meeting the Paris Agreement goals.
