Tim is Ricardo's lead consultant on quantifying maritime sector emissions. His deep sector knowledge in the maritime transport sector has been drawn from shipping inventory and policy studies for the European Commission, UK Government and industry bodies. He has a technical understanding of pollution abatement techniques, as well as the policies affecting the sector. Tim has a detailed appreciation of the generation of bottom-up ship emission inventories: he led the completion of the UK's first spatially resolved bottom-up ship emission inventory in 2008-10 and more recently in 2016-17 has led the overhaul of this inventory at even finer spatial and temporal granularity based on Automatic Identification System (AIS) data. In addition, Tim has contributed to UK and EU impact assessments on environmental maritime policy, and has developed marginal abatement cost curves of ship emission mitigation options.
Tim has extensive experience managing and delivering industrial emissions policy studies for the European Commission and the UK Government. He has a detailed understanding of EU industrial emissions legislation (IED – and preceding IPPCD, LCPD, WID, SED, E-PRTR, EU ETS, Stage I VOC Directive). Successful engagement with industry bodies has been a key part of his work. In addition to excellent legislative insight, his experience includes topics related to the BREF development process, namely the preliminary identification of Key Environmental Issues; assessment of costs and benefits; and on the identification of emerging techniques. To supplement this core BREF experience, Tim has an excellent appreciation of BAT across many sectors, through cost-benefit analyses studies, and through IPPC implementation experience at industrial facilities across Europe.
