Biography

Alex uses economics to help organisations make better water policy decisions. Demonstrating a keen eye for detail, he has specialised in the economic appraisal of water sector policies using best-practice modelling techniques.

Alex brings a wealth of knowledge on how the challenges of measuring the economic impacts of water restrictions are dealt with in a country that experiences severe drought events. As a Principal, Alex is a core component of the team’s water advisory offering, including business case advisory services, cost-benefit analysis, and infrastructure decision optimisation. Alex’s experience makes him a trusted advisor on the economics of water. He knows when economic analysis is done right, how to deal with the inherent uncertainty of water sector projects using quantitative techniques, and how best to overcome common modelling challenges. Alex has successfully delivered the cost benefit analysis for several water sector projects across Australia. This includes the analysis of the three Regional Priority Dam Projects within New South Wales (NSW) with a combined capital expenditure exceeding 6 billion AUD, the economic analysis for the Nullinga Dam business case in Queensland, and the analysis for a program business case for a suite of regional NSW town water projects. All of these projects involved quantifying the economic impact of water restrictions and incorporating them into a cost-benefit analysis framework.

Alex’s theoretical knowledge of economics was honed during his academic studies. He was awarded an M.Sc. and B.A. in economics from Trinity College Dublin and has worked as an economist at Indecon International Economic Consultants in Dublin.
