Biography

Dan Forster is an environmental economist with over 25 years’ consultancy experience. His main area of expertise is in policies and strategies relating to climate action, and the reduction of greenhouse emissions. He has worked extensively for UK and EU policy makers to help design and implement effective climate change policies and supported lower and middle-income countries to implement the requirements of the Paris Agreement.

He has worked with several countries to prepare their national climate plans, including Nationally Determined Contributions (NDCs) and Long-term Low-Emission Development Strategies (LT-LEDS). He led the development of a long-term strategy for Uganda and supported the European Commission to review the Long-term Climate Strategies prepared by each of the countries in the European Union. He has also supported the development of Brunei's NDC and developed mitigation pathways for South Africa. More recently, he has been supporting the European Commission to review the National Energy and Climate Plans of the EU Member State. He also has experience in international climate reporting. For example, he supported to the preparation of the EU’s 4th Biennial Report to the UNFCCC.

He has led a number of high-profile studies concerning the design, implementation and evaluation of greenhouse gas (GHG) mitigation policies and measures. He has evaluated the impacts of GHG policies and measures in Europe, and he has analysed the GHG mitigation potential that could be delivered by policies in South Africa and Turkey. He has also developed guidelines for the evaluation of climate change policies and programmes, including authoring a chapter of GHG Policy and Action Reporting Standard on monitoring the performance of policies over time.
