Biography

Kevin Roche is a very experienced investment economist with strong project management skills across both the public and private sector. Kevin has expert skills in business case development including economic / financial modelling and evaluations including cost/benefit, cost/effectiveness analysis, state revenue impacts, multi-criteria analysis, benefit realisation, benchmarking, crowding out, additionality, project and demand assessments, externalities and modelling reviews to support effective decision making and policy outcomes.

Over the last few years Kevin has been managing and coordinating the development of business cases for Water Infrastructure NSW and related Government entities to ensure they pass gateways for NSW Treasury, Infrastructure NSW and the Federal Government. In this role Kevin had to ensure that funding proposals and supporting business cases developed for water infrastructure projects in NSW clearly addressed the needs and expectations of all relevant State and Australian Government agencies and other key interested parties, and that the economic and financial analysis undertaken was rigorous, robust and defensible.

Prior to this Kevin spent a significant amount of time at Risk Frontiers, one of Asia-Pacific’s leading providers of catastrophe loss modelling, climate risk and resilience solutions for businesses and governments. Kevin is comfortable managing ambiguity, steadfast under pressure and has an excellent ability to deal with a diverse range of situations and issues. Throughout his work Kevin has a track record of quickly establishing effective working relationships, solving complex problems and delivering multifaceted projects with multiple stakeholders who have competing demands. He is recognised for delivering these requirements on time and on budget.
