Rolling Stock Engineering Manager

The Rolling Stock Engineering Manager (RSEM) will be embedded in the BEM engineering team and play a crucial and proactive role in the supervision and oversight of design, supply, installation, testing and commissioning and systems integration of the Orange Line Rolling Stock.  

The RSEM shall oversee the complete process of rolling stock delivery from design through to revenue services which shall include rolling stock (RST) systems integration on the Orange Line East and West sections between all sub-contractors and stakeholders and the RSEM shall be responsible and accountable for the on-time delivery and quality of the RST.  The RSEM shall lead BEM’s RST engineering team and will work closely with BEM’s operations and maintenance and safety and quality departments, among others to ensure RST is completed on time and the RST has been successfully deployed and fully integrated for normal, degraded and emergency operations.

Key Responsibilities

  1. RST Design and Approval:
  • Responsible for leadership of the design review and approval process for RST.
  • Responsible for managing the interfaces with the Sub-Contractors and Stakeholders for all rolling stock design, manufacturing, testing and commissioning and operations and maintenance information aspects.
  1. RST Supervision:
  • Oversee the sub-contractor responsible for supplying the rolling stock, ensuring compliance with project specifications, industry standards, timelines, and quality standards.
  • Supervise the RST manufacturing, installation, testing, and commissioning processes to ensure high-quality delivery and value for money.
  1. Quality Assurance:
  • Responsible for working in collaboration with the Testing & Commissioning (T&C) Manager and the Quality Assurance (QA) Manager to ensure a risk-based approach is applied to off-site and on-site quality inspections and test witnessing activities.
  • Implement and oversee rigorous quality control measures throughout the project lifecycle.
  • Conduct regular inspections and audits to ensure adherence to safety and quality standards.
  • Ensure that BEM receives high-quality rolling stock that meets or exceeds all specified requirements.
  1. Testing and Commissioning:
  • Lead the RST testing and commissioning activities of RST and related systems.
  • Ensure seamless integration of rolling stock with the East and West sections.
  • Identify and address any testing, commissioning and integration issues promptly to prevent delays.
  1. Collaboration:
  • Engage with key stakeholders, including project managers, engineers, and contractors, to align integration activities with overall project goals.
  • Facilitate coordination between various stakeholders to ensure the timely completion of project milestones.
  • Serve as the primary point of contact for RST aspects.
  • Provide technical support and guidance to the engineering team, and other BEM departments fostering a collaborative and efficient working environment.
  1. Project Management:
  • Monitor project progress and ensure that RST is operationally ready to serve the east and west section revenue service opening dates.
  • Address and resolve any issues that may impact the project timeline or quality.
  • Prepare and maintain detailed project schedules and reports.
  1. Supply of Operations and Maintenance Information:
  • Oversee the design and supply of comprehensive operation and maintenance manuals, as built drawings, maintenance information and documentation from the sub-contractor.
  • Ensure that all operation and maintenance information is accurate, complete, and delivered in a timely manner.
  • Verify that all documentation meets the required standards and includes necessary details for effective operation and maintenance.
  1. Reporting and Documentation:
  • Prepare and present regular progress reports to BEM’s management and stakeholders.
  • Maintain comprehensive project documentation, including technical specifications, testing protocols, and quality assurance records.
  • Document all project changes and ensure they are communicated to relevant stakeholders.
  1. RST Risk Management:
  • Identify potential RST risks to the project and develop mitigation strategies.
  • Monitor and manage project risks to ensure minimal impact on project delivery and quality.
  • Ensure compliance with all relevant regulations and standards.
  1. Regulatory Compliance:
  • Ensure that the RST complies with relevant regulatory and safety standards, conducting regular audits and assessments.
  • Manage the certification process for RST ensuring all necessary approvals are obtained from MRTA and/or its consultants to issue the Proof of Safety with respect to RST.
